P 17/08: Framtidsrettet rapport fra LoC

Den nye rapporten om bibliografisk kontroll fra - eller rettere sagt til - Library of Congress ble overlevert 9. januar.

Mandatet så slik ut:

Present findings on how bibliographic control and other descriptive practices can effectively support management of and access to library materials in the evolving information and technology environment;

• Recommend ways in which the library community can collectively move toward achieving this vision;
• Advise the Library of Congress on its role and priorities.

Gruppen valgte å gi mandatet den bredest mulige tolkning

It considered current trends, current practices, new and emerging developments, and the growing array of participants in the evolving environment of knowledge production, distribution, and use.

Den gamle sentraliserte modellen er ikke lenger bærekraftig:

The Working Group envisions a future for bibliographic control that will be collaborative, decentralized, international in scope, and Web-based.

Opgavene må løses i nært samarbeid med markedsaktører [forlag, systemleverandører, ...] og - hør, hør! - med brukerne av bibliotektjenester.

The realization of this future will occur in cooperation with the private sector and with the active collaboration of library users.

Valget presser seg på.

The Report is based on the key premise that the community is at a critical juncture in the evolution of bibliographic control and information access/provision.

Bibliotekene trenger stoppe opp, områ seg og trekke opp en farbar vei framover:

It is time to take stock of past practices, to look at today’s trends, and to project a future path consistent with the goals of bibliographic control: to facilitate discovery, management, identification, and access of and to library materials and other information products.

Slik jeg leser rapporten, kan den - med bare små endringer - også fungere som et utmerket strategidokument for Nasjonalbiblioteket og Biblioteknorge.

Innlegg

Når amerikanerne trår til, blir det bra! Sluttrapporten fra “LC Working Group on the Future of Bibliographic Control” foreligger nå - et grunnleggende, velformulert og dyptpløyende dokument om selve kjernen i bibliotekenes virksomhet.

Andre med mer kompetanse enn meg sjøl får vurdere de tekniske detaljene. Det jeg selv liker, er gruppas forståelse av den brede faglige utviklingsprosessen: aktører, interesser, relasjoner, teknologi, ideologi, nettverk. Denne kombinasjonen av faglige og strategiske (eller tekniske og organisatoriske) analyser er helt nødvendig for å komme videre - i Norge som i USA. Tror jeg.

Jeg synes rapporten vektlegger samspillet mellom LC og de andrembibliotekene, mellom bibliotekaktører og andre dokumentaktører, og mellom produsenter og brukere på en forbilledlig måte.
